catv promotions postponed for female $2.00 more an hour for a man that the female has to train

I'm a female that works for a cable company that has to train a man that makes $2.00 more an hour than I do .as
 a installer I been make to train a serv. tech now thats
two promotions up from installer.apparently I'm good enough
to train him but not good enough for the pay or the title
 The local boss pushed for me but the big boy's that I've never met say no to my advancement.I haven't missed a day
 of work in over a year. I've came off vacation early 
 because of a snow strom with out being asked. I do anything I'm asked to do . The local boss has done every thing to promote me but the big boy's say no every time
 I'm starting to think it's because my gender . these guy's that keep stopping my promotions haven't seen anything but 
 my name on a piece of paper. so the only way they can judge me is by my name which is a dead give away that 
I,m a female. I love the work that I do and I use to love 
the company . What I need to know is it just me or is something wrong here. And is this legal . can I do
something about it.
