URGE ADOPTION OF NADLER AMENDMENT  ON RELIGIOUS LIBERTY BILL

 JUNE 14, 1999

The Issue:

The Religious Liberty Protection Act (H.R. 1691) threatens to undermine effective enforcement of state and local civil rights laws -- particularly those that prohibit discrimination based on disability (including AIDS/HIV), sexual orientation, marital status and pregnancy status. It does so by granting an exemption for personal religious beliefs of individuals from having to comply with civil rights laws. If the bill passes with this exemption, then any person may deny housing to a lesbian couple, for instance.  Or a person, claiming that compliance with local or state civil rights laws would burden their religious beliefs, could deny public
accommodations to an an HIV-positive person.

The Religious Liberty Protection Act will be considered by the House Judiciary Committee Tuesday, June 15th, and Rep. Jerrold Nadler (D-NY) plans to offer an amendment that would clarify the exemption.  The amendment provides a religious defense to a small number of individuals, including small landlords, small businesses and religious organizations.  However, other larger landlords and larger businesses could not invoke the defense that complying with local and state civil rights laws would unduly burden their religious beliefs. We want to support this amendment.

How you can help:

Please call, fax or email your Representative and ask him/her to vote for the Nadler amendment if they are on the House Judiciary Committee or if it is brought up later on the House floor. Should the amendment fail in committee or on the floor, the Member should then vote against the bill.  It is imperative that you call your Representative as soon as possible. Again: if the bill emerges from the House Judiciary Committee without the Nadler amendment, urge your Representative to vote against the bill. The Nadler amendment must be included. The main number for Congress is (202) 224-3121; email and fax numbers for each member of Congress can be found at http://www.house.gov/writerep/ .
