2. Denying Contraception to Overseas Health Centers (06/21/2007, Roll Call No. 534)
06/21/2007 -- Rep. Chris Smith (R-NJ) amendment (H. Amdt. 368) to the FY '08 Department of State, Foreign Operations, and Related Programs Act (H.R. 2764) to remove a commonsense provision that would allow overseas health centers otherwise ineligible for USAID funding under the global gag rule to receive U.S.-donated condoms and contraceptives. The global gag rule prohibits U.S. funding to health clinics in other countries that use their own non-U.S. funds to provide abortion services, counsel about abortion or take a public position in favor of abortion. In 2003, the Bush administration expanded the policy to cover all programs receiving foreign aid, not just those concerned with reproductive health. Failed, 205-218, 6/21/07. First Session Roll Call No. 534. A vote AGAINST the amendment was correct.

3. Contraceptives to Foreign Service Providers (06/21/2007, Roll Call No. 533)
06/21/2007 -- Rep. Nita Lowey (D-NY) amendment (H. Amdt.367) to clarify language in the FY'08 Department of State, Foreign Operations and Related Programs Act (H.R. 2764) that would permit the provision of contraceptives, not direct funding, to foreign non-governmental organizations that are affected by the global gag rule. Rep. Lowey noted that "contraceptives could prevent 52 million unwanted pregnancies, an estimated 29 million abortions, 142,000 pregnancy-related deaths and 505,000 children from losing their mothers in just 1 year." 4. Strengthening Hate Crimes Law (05/03/2007, Roll Call No. 299)
05/03/2007 -- The Local Law Enforcement Hate Crimes Prevention Act (H.R. 1592) extends existing federal hate crime laws beyond the narrow scope of protected federal activities and adds additional criminal prohibitions against violent crimes committed on the basis of actual or perceived gender, sexual orientation, gender identity, or disability. Previously, federal law enforcement could only intervene in bias-motivated crimes when it could be shown that the victim was involved in a "federally-protected" activity such as serving on a jury, attending a public school or voting. Additionally, the bill authorized grants of $5 million in FY '08 to state and local law enforcement agencies for prosecuting violent hate crimes. Passed 237-180, 5/3/07. First Session Roll Call No. 299. A vote FOR the bill was correct.

5. Budget Priorities (05/17/2007, Roll Call No. 377)
05/17/2007 -- Fiscal 2008 Budget Resolution (S. Con. Res. 21), a resolution setting forth the congressional budget for the United States Government. Senate Concurrent Resolution 21 laid out a budget plan that reversed many regressive spending policies from previous years and included new funding for education, child care, veteran's programs, State Children's Health Insurance Program and other important domestic needs. Vote on the conference report. Passed 214-209, 5/17/07. First Session Roll Call No.377. A vote FOR the conference report was correct.

6. Increasing Minimum Wage (01/10/2007, Roll Call No. 18)
01/10/2007 -- Fair Minimum Wage Act of 2007 (H.R. 2) would raise the federal minimum wage from $5.15 per hour to $7.25 per hour over two years and be the first increase in the minimum wage since 1997. Women make up two-thirds of the minimum wage workforce, and even if a woman worked full-time at $5.15 an hour she would only make $10,712 a year, which is two-thirds of what is needed to lift a family of three out of poverty. House agreed to final passage. Passed, 315-116, 1/10/07. First Session Roll Call Vote No. 18. A vote FOR the bill was correct.

7. Prohibiting Pay Discrimination (07/31/2007, Roll Call No. 768)
07/31/2007 -- Lilly Ledbetter Fair Pay Act (H.R. 2831) would correct a misinterpretation of Title VII made by the Supreme Court in May 2007 that sharply limits the ability of those who have suffered pay discrimination to seek back pay and other compensation. The Lilly Ledbetter Fair Pay Act would reinstate the longstanding rule that treated each and every discriminatory paycheck as a new act of discrimination. Passed, 225-199, 7/31/07. First Session Roll Call No. 768. Vote FOR the bill was correct.

8. Advancing Pay Equity (07/31/2008, Roll Call No. 556)
07/31/2008 -- The Paycheck Fairness Act (H.R. 1338) would amend the Equal Pay Act of 1963 to strengthen penalties for equal pay violations, enhance data collection from employers, establish the right of wage discrimination plaintiffs under the Equal Pay Act to receive compensatory and punitive damages, prohibit retaliation against employees who inquire about their employer's wage practices or share information about their own wages, and make it easier for discrimination victims to file a class action lawsuit under the Equal Pay Act. Passed 247 – 178, 7/31/08. Second Session Roll Call No. 556. A vote FOR the bill was correct.

9. Paid Leave for Federal Employees (06/19/2008, Roll Call No. 428)
06/19/2008 -- Federal Employees Paid Parental Leave Act of 2008 (H.R. 5781) would allow federal employees to substitute any available paid leave for any leave without pay available for either the birth of a child or placement of a child with the employee for either adoption or foster care. Makes the following available for any of the 12 weeks of leave an employee is entitled to for such purposes: four administrative weeks of paid parental leave in connection with the place or placement involved; and any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management (OPM) to increase the amount of paid parental leave available to up to eight administrative work weeks. Passed, 278-146, 6/19/08. 10. Consumer Protections for Mortgage Loans (11/15/2007, Roll Call No. 1116)
11/15/2007 -- Rep. Patrick McHenry (R-NC) amendment (H. Amdt. 914) to the Mortgage Reform and Anti-Predatory Lending Act of 2007 (H.R. 3915) to strike Title III. That provision has strong consumer protections applied to housing mortgage loans with high levels of points and fees, interest rates or pre-payment penalties. Title III also prohibited balloon fees, excessive late charges and other abusive charges. Title III is not perfect, in that it contains weak enforcement language and would pre-empt strong laws in some states. However, because many women and people of color have been especially affected by abusive lending practices, Title III would offer important protections. Failed, 168-245, 11/15/07. First Session Roll Call No. 1116. A vote AGAINST the amendment was correct.

11. Gulf Coast Hurricane Aid (03/21/2007, Roll Call No. 172)
03/21/2007 -- The Gulf Coast Hurricane Recovery Act of 2007 (H.R. 1227) would speed up the repair and rebuilding of homes and affordable rental housing for those displaced by Hurricanes Katrina, Rita and Wilma. The bill also would provide increased flexibility in the use of government funds previously allocated, launched new oversight of continuing problems, as well as assisted both landlords and evacuees with housing needs. Passed, 302-125, 3/21/07. First Session Roll Call No. 172. A vote FOR the bill was correct.

12. Promoting Women in STEM (08/02/2007, Roll Call No. 802)
08/02/2007 -- The America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education and Science (America COMPETES) Act (H.R. 2272) would produce more STEM teachers by providing scholarships, expanding programs to strengthen teachers' math and science teaching skills and establishing a program to provide mentors for women interested in careers in science, technology, engineering and mathematics. In 2004, NOW highlighted the barriers faced by women and people of color in the STEM education fields. The conference report on H.R. 2272 was adopted by the House. Passed, 367-57, 8/2/07. First Session Roll Call No. 802. A vote FOR the bill was correct.

13. Restoring ADA Protections (06/25/2008, Roll Call No. 460)
06/25/2008 -- The ADA Amendments Act of 2008 (H.R. 3195) to restore the original intention and coverage of the 1990 Americans with Disabilities Act, which was undermined by a series of Supreme Court rulings that narrowed the definition of who qualifies as an "individual with a disability." The new amendments define any condition that limits a major life activity as a disability, regardless of whether it is treatable with medication or technology. It updates the definition of a major life activity to include conditions that limit bodily function, such as the immune system, circulatory system or brain. Passed, 402-17, 6/25/08. Second Session Roll Call Vote No. 460. A vote FOR the bill was correct. Final passage in the House on 9/17/08, by voice vote. The President signed a senate version of this bill into law on 9/25/08.

14. Delay Bush Administration Medicaid Regulations (04/23/2008, Roll Call No. 209)
04/23/2008 -- H.R. 5613, Protecting Medicaid Safety Net Act of 2008 would postpone until April, 2009 the implementation of a proposed regulation that would cut critical services now covered under Medicaid, the largest government program providing reproductive health care to low-income women. The regulation would also place more responsibility on states to fund Medicaid at a time when states are experiencing budget shortfalls. Passed, 349-62, 4/23/08. Second Session Roll Call No. 209. A vote FOR the motion to suspend the rules and pass the bill, as amended, was correct.

15. Funding Stem Cell Research (06/07/2007, Roll Call No. 443)
06/07/2007 -- A bill to amend the Public Health Service Act to provide for human embryonic stem cell research, S. 5. One of several votes taken to overturn George W. Bush 's irresponsible ban on federal funding of embryonic stem cell research. S. 5 would authorize the use of federal funds to conduct and support research that utilizes human embryonic stem cells, with certain "ethical" requirements placed on the sources of donated embryos. Passed without amendment, 247-176, 6/7/07. First Session Roll Call No. 443. A vote FOR the bill was correct. President vetoed on 6/20/07.

16. Override SCHIP Veto (10/18/2007, Roll Call No. 982)
10/18/2007 -- The State Children's Health Insurance Program (SCHIP) Reauthorization was part of the Small Business Tax Relief Act (H.R. 976). The House failed to muster the 290 votes needed to override the president's SCHIP veto. Both the Senate and House have previously cast bipartisan votes to reauthorize this ten-year-old program and to extend coverage to an additional ten million children who live in low- income families with no health insurance. The vetoed bill would have extended health insurance coverage to an additional four million low-income children at a cost of $ 7 billion per year. Two-thirds vote required. Failed, 273-156, 10/18/07. First Session Roll Call No. 982. A vote FOR the bill was correct.
